Informing Policy
Five selected initiatives, called “Five Best Bets”, were conceived as part of the support to the Task Forces in achieving the target for lowering population growth rate. The initiatives are based on evidence for what will work best in Pakistan in the light of experience in compatible contexts. The initiatives are proposed as part of the action on the Council of Common Interests decisions by the provincial and federal governments. Evidence from other countries suggests that pre-martial counselling on reproductive health and family planning matters consequently helps the couple in making rational choices about the timing of pregnancy, size of their family and spacing of children. Given our cultural and religious sensitivities, the paper highlights the factors to be considered while developing and implementing a workable model of pre-marital counselling in Pakistan.
Expenditure tracking helps countries to understand how money is being used for family planning activities. It answers key questions like where money came from; how much was spent by the public and private sector for family planning in the country; what family planning activities that money was spent on? This type of information is needed to drive policy, planning and FP interventions. Availability of data on family planning allocations and expenditures ensures budget transparency and accountability.
UNFPA-NIDI Resource Flows Surveys for Family Planning in Pakistan for 2018-2019 and 2019-2020 were conducted by the Population Council with the support of UNFPA. UNFPA-NIDI Resource Flows Survey is a joint collaboration between the UNFPA and the Netherlands Interdisciplinary Demographic Institute (NIDI) to track country-level family planning expenditures. The NIDI survey tracks expenditures on family planning in countries on an annual basis and analyzes funds obtained for family planning initiatives through donor communities, national governments, and from the private sector.
NIDI survey was conducted for the years 2018-2019 and 2019-2020 to collect data of income and domestic expenditure on Family Planning activities in Pakistan. Ninety organizations were surveyed for 2018-2019 and eighty organizations including government departments, NGOs, INGOs, Social Marketing Organizations (SMOs) and donors were approached for the survey for 2019-2020.
The surveys were carried out across Pakistan- Islamabad, Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Federally Merged Areas, Gilgit-Baltistan and Azad Jammu Kashmir with the aim to:
Collect information on Family Planning expenditure from the Public and Private sectors.
Collect information on income received by source of funding (domestic and international) among Government, NGOs, SMOs and Corporations.
Determine recurrent and capital expenses and income received in family planning by domestic and international sources of funding among Government, NGOs, SMOs and Corporations.
